    Do you mean the key at the bottom? It's a clamping screw, for attaching the grinder to a RR rail.

    No, I meant the entire device. I guess it is for resurfacing a portion of the rail?

    I think it is for a section crew to take in their toolbox for sharpening duties out on the road. Must do research.
