This is the first time I've seen them fill the fuel oil tanks on an oil burning steam engine, and it looks like they are burning a fairly heavy oil.

I'm sure the internet has some answers.

Just as expected, the oil is a heavy oil called Bunker C and flows like molasses.
The Navy had stopped using heavy fuel oil when I joined, but I did have experience with heavy black oil when I worked as a boiler service tech.
